General news

The Conservation Commission met January 15 at the Conservation Department Headquarters in Jefferson City. The open meeting began at 10:15 a.m. with all Commissioners present:

  • John Powell, Rolla, Chairman
  • Ronald J. Stites, Plattsburg, Vice Chairman
  • Randy Herzog, St. Joseph, Secretary
  • Anita B. Gorman, Kansas City, Member
  • The Commission approved selection of John Smith as Deputy Director. Smith, from Columbia, is a 16-year employee who has worked in both the wildlife and enforcement areas of the Department.

    Commissioners presented the 1997 Natural Areas Management Award to Wildlife Management Biologist Mark Jackson, St. Joseph, for his work in northwest Missouri. They tabled consideration of a report of public comment about mineral exploration on Department lands and an invitation to tour the mining operations of the Doe Run Company near Viburnum.

    The next meeting was set for March 13 in St. Louis, with no meeting scheduled for the month of February.


    Regulations

    The Commission approved quotas for any-deer and bonus permits for the 1997-1998 deer hunting seasons. These permits will be available from permit vendors beginning February 1, 1997, until midnight the night before the opening of the firearms deer hunting season or until quotas have been reached, whichever occurs first. Details will be reported in All Outdoors.


    Approval to

  • advertise and sell an estimated 378,520 board feet of mixed hardwood and pine saw timber from 159 acres of the 37,146-acre Angeline CA in Shannon County.

  • amend an existing Community Assistance Program (CAP) agreement with the City of Windsor in Henry and Pettis counties, under which the Department would perform renovation work at Farrington Park Lake.

  • Land Acquisitions

    The Commission acquires land only from willing sellers, based on identified conservation needs and current property value appraisals. Payments in-lieu-of-taxes are made annually to compensate local governments and schools for lost revenues. Approval was given the following acquisitions:

  • purchase 11,404 acres in Texas County as a new conservation area, offering protection for the Jack s Fork River, additional public use opportunities and protection for a large contiguous block of forest cover in an area where large scale conversion from forest to pasture is common.
  • purchase two tracts totaling 2,166 acres in Lewis County, as additions to Deer Ridge Conservation Area (CA) near Midway. They provide 1,354 forested acres, 10 ponds, 2.5 miles of Cooper s Branch, and 3 miles of frontage on the North Fabius River. They share over 6 miles of common border with Deer Ridge CA.
  • purchase two adjoining tracts totaling 755 acres on the Missouri River south of Defiance, St. Charles County, as a post-flood acquisition.
  • purchase 390 acres in Dallas County for use as a public fishing access. The tract includes 1.7 miles of Niangua River frontage designated as trout management waters.
  • purchase two tracts totaling 349 acres in Stone and Madison counties that will be traded to the U. S. Forest Service for land that improves boundaries and management of existing
  • Conservation Areas.

  • purchase 185 acres on the Missouri River in Holt County as an addition to Deroin Bend Conservation Area. The addition is part of a cooperative effort with the U. S. Army Corps of Engineers to create 3-5 miles and 100-150 acres of flowing water habitats for birds, fish and other wildlife.
  • purchase 140 acres in Clay County -- the only part of the county south of the Missouri River -- as an Urban Wild Acres site. It is forested, unleveed, and adjoins two existing parks, La Benite Park and River Bluff Park.
  • purchase 120 acres on Capps Creek in Newton County for use as a public fishing access. The land, 9 miles east of Granby off Highway 60, includes a portion of the stream in the Capps Creek Trout Management Area.
