January 22, 1998, report of news and decisions of the

Missouri Conservation Commission

The Conservation Commission met at 10:15 a.m. on January 22 at the Cape Girardeau Conservation Service Center. All commissioners were present:

Ronald J. Stites, Plattsburg

Randy Herzog, St. Joseph

Anita B. Gorman, Kansas City

Howard L. Wood, Bonne Terre

The next meeting was set on February 19 in Osage Beach.


PRESENTATIONS

Commission meetings are open to the public. Those wishing to be placed on the agenda for a presentation or other business must send a written request to Director, Department of Conservation, P. O. Box 180, Jefferson City MO 65102-0180, or FAX to 573/751-4467, at least 10 working days before the meeting date. The Commission heard presentations by:

· Presiding Commissioner Gerald W. Jones, representing the Cape Girardeau County Commission, Provost Dr. Charles Kupchella and Special Assistant Marvin Proffer, representing Southeast Missouri State University, and Executive Director D. Mitch Robinson, representing the Cape Girardeau Area Industrial Recruitment Association, about a proposal for joint development of a nature center in Cape Girardeau County.

· Project Manager Laura Cohen and Director of Development and Marketing Claudia Spener, representing Trailnet Inc. of Saint Louis, about a proposal related to its developing project-the Confluence Greenway-and possible public-private partnership opportunities involving Columbia Bottom Conservation Area.

· Wildlife Division staff of an update on dove management on conservation areas.


REGULATIONS

The Commission accepted the Report of the Regulations Committee and approved establishment of a catch-and-release fishing area at Roaring River State Park-from the mouth of Dry Hollow to the Highway F bridge-to become effective March 1, 1998.


LAND ACQUISITION

The Commission acquires land only from willing sellers and makes annual payments to compensate local governments and schools for lost tax revenues at assessment levels current when acquired. Public access to acquisitions is appropriate only after closing of real estate transactions, at which time boundaries have been marked and further information is available. The Commission approved proceeding with the following:

· accept as a gift two tracts totaling approximately 0.37 acres in Christian County from the Missouri Highway and Transportation Commission, as an addition to Busiek State Forest and Wildlife Area.

· exchange three tracts totaling approximately 596 acres of Union Ridge Conservation Area, Sullivan and Adair counties, for approximately 449 acres adjacent to Union Ridge Conservation Area.

· exchange approximately 289 acres of Lamine River Conservation Area, Cooper and Morgan counties, for 345 acres adjacent to Lamine River Conservation Area.

· dispose of two structures on two conservation areas for salvage by sealed bid-both vacant and surplus to area needs.
