CONSERVATION ACTION

The Conservation Commission, with all members present, met
December 17 at Department Headquarters in Jefferson City.

The next meeting of the Conservation Commission will be a telephone
conference call set for 10:00 a.m., on December 22. The next formal
meeting of the Conservation Commission was set for February 4,
2000 at Marriott's Tan-Tar-A Resort, Osage Beach. An informal
meeting of the Conservation Commission will be held January 18
at Department Headquarters in Jefferson City.
PRESENTATIONS
Commission meetings are open to the public. Those wishing to be
placed on the agenda for a presentation or other business must
send a written request to Director, Department of Conservation,
P. O. Box 180, Jefferson City MO 65102-0180, or FAX to (573) 751-4467,
at least 10 working days before the meeting date. The Commission
heard presentations by:
- Mary Burrows, President, StreamTeach Inc., who discussed
StreamTeach's proposed site for a conservation, education and
recreation center in North St. Louis County.
- Russell Alexander, Green City, who discussed the declining
deer herd on Union Ridge Conservation Area.
- Jim Cole, City Manager, and Mike Chestnut, Commerce Bank,
Neosho, who discussed possible establishment of a nature center
in Neosho.
- Wildlife Management Biologist Keith Jackson on the Ted Shanks
Conservation Area Recovery Plan.
- Wildlife Regional Supervisor Chris Cole, representing the
Kansas City RCT, on a proposed location for the Kansas City Regional
Office.
At a special ceremony in conjunction with the meeting, the
Commission Chairman presented service awards to the following
long-term employees:
- Thirty-Five Year Service Award to Thomas R. Russell of Fisheries
Division.
- Thirty Year Service Award to Gary L. Backes of Administrative
Services Division.
- Twenty-Five Year Service Awards to Sherry R. Walker of the
Director's Office; Louis S. Eder, David R. Waller and Richard
E. Wehnes of Fisheries Division; Carl E. Hauser, Gary L. Smith,
Bruce A. Brown, George D. Fenstermaker and Roger L. Schmidt of
Forestry Division; James D. Carr of Design & Development
Division; Noel G. Seek of Private Land Services Section; and
Thelma J. Shives of Administrative Services Division.
At the same ceremony, the Commission presented Employees Communication
Contest Awards to the following winners in four competition categories:
- DeKalb County Senior Conservation Agent Kyle L. CarrollElectronic
Media; Grants & Donations Program Administrator Patrick E.
(Gene) KellyPrint Media; Springfield Conservation Nature CenterNewsletter;
and Regional Information Coordinator Jim PylandOverall Service.
Also at the ceremony, the Commission presented Volunteer Service
Awards toCarolyn Brunner, Nadine Marshall and Golda Trower, all
of Jefferson City, for 2,000 hours of volunteer services each
at the Runge Conservation Nature Center.
LAND ACQUISITION
The Commission acquires land only from willing sellers and makes
annual payments to compensate local governments and schools for
lost tax revenues at assessment levels current when acquired.
Public access to acquisitions is appropriate only after closing
of real estate transactions, at which time boundaries have been
marked and further information is available. The Commission approved
proceeding with:
- accepting as a gift 160 acres in Platte County as a new
conservation area to be named Dr. Frederick Marshall Conservation
Area.
- accepting as a gift two tracts totaling 102 acres in Pemiscot
County as additional wetlands to complement Wolf Bayou and Gayoso
Bend conservation areas.
- accepting as a gift 5 acres in St. Louis County as an addition
to Pelican Island Access.
- purchasing 557 acres in Moniteau County as an addition to
Plowboy Bend Conservation Area.
- purchasing 241 acres in Newton County as an addition to Diamond
Grove Prairie Conservation Area.
- purchasing 38.7 acres in Adair County as an addition to
Union Ridge Conservation Area.
- purchasing 31.2 acres in Clinton County as an addition to
Hartell Conservation Area.
- exchanging a 6-acre portion of Poosey Conservation Area in
Livingston County for 8.2 acres in Grundy County adjoining the
Poosey Conservation Area.
- selling 4.66 acres and granting a 1.67-acre waterline easement
on August A. Busch Memorial Conservation Area to the Missouri
Highway and Transportation Commission.
- purchasing 89 acres in St. Charles County as an addition
to Weldon Spring Conservation Area.
REGULATIONS
The Commission accepted the Report of the Regulations Committee
and approved amending the waterfowl hunting rule to comply with
the Arctic Tundra Habitat Emergency Conservation Actnotably, closing
the light goose (blue, snow and Ross') season on February 1, 2000
in all zones and establishing a statewide extended season (February
1 through April 30, 2000) under which persons with valid migratory
bird hunting permits may take these light geese from one-half
hour before sunrise to one-half hour after sunset using unplugged
shotguns and recorded or electronically amplified bird calls.
The Commission also approved amendments that:
- modify fishing privileges on the Missouri River under a reciprocal
agreement with the State of Nebraska.
- open to public fishing the Jerry P. Combs Lake on Little
River Conservation Area, Dunklin and Pemiscot counties, with
a 15-inch length limit for black bass.
ADMINISTRATION: The Commission also took the following action:
- authorized entering into contracts with low bidders for
construction of the Urban Conservation Campus, Discovery Center
and Metro Office in Kansas City, Jackson County; construction
of the Wetlands Development Project on Nodaway Valley Conservation
Area, Andrew and Holt counties; and the Parma Woods Shooting
Range and Training Center, Platte County.
- authorized entering into negotiations for an engineering
services contract for construction of the river boat access,
confluence viewing area and other developments on Columbia Bottom
Conservation Area, St. Louis County.
- approved designation as a Missouri Natural Area of an addition
to Little Bean Marsh Natural Area, Platte County.
- authorized advertising and selling mixed hardwood sawtimber
on Current River Conservation Area, Reynolds County.
