The Conservation Commission met January 29-30 at Tan-Tar-A Resort,
Osage Beach, Missouri. Commissioners present were:
Anita B. Gorman, Kansas City
Howard L. Wood, Bonne Terre
Stephen C. Bradford, Cape Girardeau
Cynthia Metcalfe, St. Louis
The next meeting of the Conservation Commission was set for March 7,
2002, at Powder Valley Conservation Nature Center, Kirkwood, Missouri.
PRESENTATION:
Commission meetings are open to the public. Those wishing to be placed
on the agenda for a presentation or other business must send a written
request to Director, Department of Conservation, P. O. Box 180, Jefferson
City, MO 65102-0180, or FAX (573) 751-4467, at least 10 working days
before the meeting date. The Commission heard the following presentations:
- Mimi Garstang, Missouri Department of Natural Resources.
- Presented DNR views on management of Missouri and Mississippi
rivers.
- Jay S. Lewis, Field Trial Chairman, Whetstone Bird Dog Club
- Discussed horseback field trials on Conservation Department land.
REGULATIONS
The Conservation Commission approved establishing a $25.00 surcharge
for nonresident firearms deer hunting permits for the residents of Iowa,
Illinois, Oklahoma and Kansas. The additional fee begins equalizing the
higher nonresident fees paid by Missouri citizens to hunt in those states.
Nonresident landowner permit fees are not affected.
ADMINISTRATION: The Commission also took the following
action:
- Authorized policy after minor edits were made: Field Trials
on Department Areas, which replaces Field and Retriever
Trials on Department Lands.
- Authorized entering into a contract for the Southeast Regional Office
Renovation Project in Cape Girardeau with Sides Construction Company,
Inc., of Cape Girardeau, Missouri.
- Authorized purchase of approximately 180 acres owned by Jack and
Peggy Randol, as an addition to Castor River Conservation Area in Bollinger
County.
- Authorized trade of three isolated tracts totaling approximately
120 acres of Clearwater Conservation Area for approximately 240 acres
adjoining Clearwater Conservation Area, owned by Price Sawmill, Inc.,
Piedmont, Missouri, all in Reynolds County.
- Authorized trade of two disjunct tracts totaling approximately 14
acres of Angeline Conservation Area for a single tract of approximately
15 acres owned by Gary and Kathleen Keeling of Eminence, all in Shannon
County.
- Awarded the 2002 Natural Area Management Award to Scott Bumgardaner,
conservation agent in Madison County.
- Approved the Strategic Plan Progress Reported dated January 3, 2002.
- Authorized accepting as a gift from the Helen K. Wiese Estate six
separate tracts of land in Carroll and Chariton counties.
- Revoked all hunting, fishing and trapping privileges of Charles J.
Hobbs, Campbell, for one year, for multiple violations of Missouri
Wildlife Code regulations.
The Commission received the following staff presentations:
- Update on Wildlife and Conservation Restoration Fund
grant funds.
- Top six issues facing Fisheries Division.
- Discussion of the Missouri River Master Manual.
- Presentation of Stream Team Service Award to Commissioner Howard
L. Wood.
