The Commission considered the Conservation Department's Fiscal Year 2005
Internal Budget Request.
Thursday, June 3
PRESENTATIONS: The Commission heard presentations by:

Audubon Missouri Executive Director Roger Still regarding the Wildcat
Glades Conservation and Audubon Center project and the St. Louis Confluence
Area Audubon Center and Ark project.

St. Joseph Mayor David Jones and City Manager Vince Capell regarding
the St. Joseph Nature Center project.
REGULATIONS
The Commission approved early migratory game bird hunting seasons, contingent
upon approval of federal season frameworks. The regulations represent no change
for doves, rails, snipe and woodcock. Season dates are:

Mourning Dove, Eurasian Collared-Doves and White-winged Doves: Sept.
1 through Nov. 9 (70 days); limits--12 in the aggregate daily, 24 in possession.

Sora and Virginia Rails: Sept. 1 through Nov. 9 (70 days); limits--25
in the aggregate daily or in possession.
-
Common Snipe: Sept. 1 through Dec. 16 (107 days); limits--8 daily,
16 in possession.
-
American Woodcock: Oct. 15 through Nov. 28 (45 days); limits--3
daily, 6 in possession.
-
The population status of the blue-winged teal will not be known until
late July. If the blue-winged teal breeding population index is below
3.3 million, teal season will be closed. If the population index is at least
3.3 million but less than 4.7 million there will be a nine-day teal season
Sept. 11 through 19 with a daily limit of four and possession limit of eight.
If the population index is 4.7 million or greater there will be a 16-day
season Sept. 11 through 26 with the same limits.

The Commission also approved changes and clarifications to the Wildlife
Code of Missouri, effective March 1, 2005. These include reducing the statewide
daily limit on trout and the daily limit in trout parks from five to four.
Further details of regulation changes will be outlined in the 2005 hunting
and fishing regulation guide books, available next year.
OTHER ACTION
The Commission took the following action based on staff reports and recommendations:

Approved conveying 0.17 acres at Winston Radio Site to Daviess County
Public Water Supply District #1.

Approved conveying 0.88 acres at Larry Gale Access in Camden County to
resolve a boundary dispute.
-
Approved the purchase a 60.5-acre inholding in Randolph County as an
addition to the Rudolf Bennitt Conservation Area (CA).
-
Approved conveying 0.66 acres and granting use of 0.22 acres as a temporary
construction easement from the Anna M. Adams Access, in Laclede County to
the County of Laclede, to assist in replacing a bridge crossing the Gasconade
River.

Approved naming a 52-acre tract in Laclede County the Mary Lawson CA.

Approved the sale of approximately 928,000 board feet of timber on 221
acres of Fourche Creek CA in Ripley County. The sale will improve forest
health by removing declining red oak trees and promoting regeneration of
new trees.

Suspended or revoked hunting and/or fishing privileges of 24 Missouri
residents and three nonresidents for Wildlife Code violations. Those whose
