The Commission heard the following presentation:

Hartsburg Mayor and Missouri River Communities Network (MRCN) board member Nancy Grant summarized MRCN's accomplishments to date and its plans for the future. She sought the Conservation Department's help in establishing a heritage tourism corridor along the Missouri River.
REGULATIONS:
The Commission approved Wildlife Code changes, effective March 1, 2005, recommended by the Regulations Committee:

Removing the catch-and-release regulation on smallmouth bass in Big Buffalo Creek in Benton and Morgan counties in favor of the statewide 12-inch length limit.

Establishing regulations for the use of boats and motors and set seasons and limits for trapping, hunting and fishing for three new lakes to be managed in cooperation with the City of St. Charles.

Amending deer hunting regulations on Conservation Areas (CAs) to allow greater latitude for deer herd control on conservation areas and recreational activities on lands in urban areas.

Expanding the northern hunting zone for pheasants south to Interstate 70.
ADMINISTRATION: The Commission also took the following action:

Authorized entering into a contract with Rodgers Enterprises, Inc., for construction of the Roaring River Fish Hatchery water supply upgrade. The company submitted the low bid of $251,000 for the project.

Approved the purchase of 94 acres in Cooper County as an addition to Lamine River CA.

Approved the transfer of .62 acres from Sunklands CA in Shannon County to the Chrisco Family Cemetery to resolve a boundary dispute.

Affirmed the policy that sections of the Ozark Trail on Conservation Department land are for foot traffic only.

Granted the City of St. Joseph a one-year extension of the performance deadline for a nature center challenge grant.

Suspended or revoked hunting and/or fishing privileges of 13 Missouri residents for Wildlife Code violations. Those whose privileges were suspended are:

Suspended or revoked Missouri hunting and fishing privileges of three Missouri residents and 216 nonresidents in accordance with the terms of the Interstate Wildlife Violator Compact.

Suspended or revoked all hunting privileges of one Missouri resident for two years for injuring another person in a firearms-related hunting incident.
